The High Level quest unlocks once the following conditions have been met:

• Level 15
• After the Underwater Tunnel quest is complete
• After the Prime Finance Center building is complete
• After the Montreal Business Center building is complete
• After the Iowa Business Center building is complete
• After the Vancouver Office Center building is complete

Goals

New territories should be developed. Build a new financial center and start on new contracts!
