The Desalination Plant is a fixed location directly below the starting game zone, in the water just north of the Tidal Power Plant. It was released as part of the update on 02.22.2013 and can be upgraded four levels, all granting a higher increase to the Population Cap and increasing the total water cap.

Upon completion the plant provides 3,000  and a total population cap increase of 115,000 

A total of 110 assets are needed to complete construction of the Desalination Plant. This is equivalent to 110  if one were to buy every asset instead of waiting to receive them from neighbors.
